I would like to express my immense gratitude to the support by the steering members.  It is my honour to be the new Chairman of Hong Kong Green Manufacturing Alliance (The Alliance).  In addition, it is my pleasure to be on behalf of Hong Kong Electrical Appliances Manufacturers Association to chair the Alliance for the ensuing term. 

I would like to take this opportunity to thank for the support from the Honourary Chairman, Prof. K. B. Chan and the steering members to establish the steady foundation for the Alliance and provide a platform to the industry to know more about RoHS & WEEE directives through seminars and workshop; and the website of Alliance.  In addition, the Alliance had invited much expertise in green manufacturing and the officials coming of different regions to provide the latest information, implementation and development of the related directives.

In future, I do have to closely cooperate with the steering members and members to promote the green manufacturing in order to prepare well to face the challenge of the upcoming directives.

In view of growing concerns on green manufacturing, the Hong Kong Green Manufacturing Alliance (HKGMA) and the Federation of Hong Kong Industries (FHKI) applied to the Hong Kong SME Development Fund in order to carry out the project of “Achieving RoHS and WEEE Compliance through Green Manufacturing” in 2005.  With well supported by the Hong Kong SAR Government, industry associations, technical organizations and academia, the HKGMA and FHKI have been co-organizing a series of workshops and seminars with regard to RoHS & WEEE Directives, throughout these two years. The HKGMA also led a mission to Brussels and had a direct dialogue with the European Union Parliament members and officials.

Undoubtedly, the subjects of environmental conservation and sustainable development have become a global trend. We strongly believe that implementation of WEEE and RoHS Directives is an initial measure taken by the EU government and REACH and EuP will also be implemented in the near future. Hong Kong industries will face more challenging business environments ahead.  We will strive to provide you with the most updated and useful information and hope that your businesses are well-planned and well-prepared to run in line with these various green policies.

Workable REACH Implementation by Non-EU Companies Workshop

The FHKI and Hong Kong Green Manufacturing Alliance (HKGMA) jointly organised the Workable REACH Implementation by Non-EU Companies Workshop on 22 May.

To kickoff the workshop President of the Hong Kong Electrical Appliances Manufacturers Association K C Leung gave opening remarks, which was followed by REACH presentations from Riku Rinta-Jouppi, REACH Competence Centre’s Head of REACH Law, Helsinki; and Lei Yang, CHINA REACH Solution Center’s Senior Lecturer, Hangzhou. They offered the latest updates on REACH as well as practical tips such as substance information, SVHC compliance and obligations identification for non-EU companies. The event was well-received with over 170 attendees.

REACH Seminar & Workshop: What Next After Pre-registration and A Closer Look at Substance of Very High Concern (SVHC)  (19 January 2009)

The Hong Kong Green Manufacturing Alliance (HKGMA) and FHKI jointly organized the REACH Seminar & Workshop: What Next After Pre-registration and A Closer Look at Substance of Very High Concern (SVHC) at Langham Hotel on 19 January 2009.

The seminar cum workshop began with an opening remark addressed by the founding member of HKGMA and Hong Kong Toys Council Chairman, Mr Lawrence Chan, followed by presentations given by Mr Clement Li of Hong Kong Productivity Council, Mr Jason Wong of Philips Electronics Hong Kong Ltd and Dr Fiona Lin of SGS Hong Kong Ltd. They updated participants the latest information on product notification and registration procedures, as well as the management of products content and preparation for SVHC candidate list. The event was well-received with over 250 attendees.

REACH Seminar: European Union's Latest Updates on Pre-registration  (13 October 2008)

In order to keep members abreast of the latest development of REACH since the pre-registration period commenced in June, the Hong Kong Green Manufacturing Alliance (HKGMA) held the captioned seminar on 13 October with over 150 participants attended.

Mr Joachim Kreysa, Director for Cooperation of ECHA (European Chemicals Agency), was invited to deliver a speech on latest updates of REACH enforcement and on providing compliance guidelines for Hong Kong enterprises.  Other speakers included Mr Clement Li, Principal Consultant of the Hong Kong Productivity Council, Mr Winco Yung, associate professor, Department of Industrial and Systems Engineering, Hong Kong Polytechnic University; and Mr Raymond Ho, Director of Environmental Management, North Asia, Hewlett-Packard AP (Hong Kong) Limited.

REACH Workshop: How Non-EU Manufacturers can Ascertain which Products and Materials should follow Registration or Notification Requirements  (30 May 2008)

The Hong Kong Green Manufacturing Alliance (HKGMA) and FHKI jointly held the REACH Workshop: How Non-EU Manufacturers can Ascertain which Products and Materials should follow Registration or Notification Requirements at the Hong Kong Productivity Council (HKPC) building on 30 May. This event was supported by the Trade & Industry Department’s SME development fund.

Mr Sunny Chai, chairman of HKGMA had reported the study mission to Brussels Belgium and expressed his views on REACH regulation to HK industries. Distinguished speakers included Prof Winco Yung, associate professor, Department of Industrial and Systems Engineering, Hong Kong Polytechnic University; Clement Li, senior consultant of automotive and electronics, HKPC; and Kenneth Tam, senior manager of Corporate Environmental, Health & Safety Management, Gold Peak Industries (Holdings) Ltd. They elaborated on the details of chemical substances that require registration and notification as well as compliance work regarding the REACH regulation. Over 110 attendees participated in this workshop.

HKGMA Mission to Brussels, Belgium: REACH (13 - 17 April 2008)
A study mission to Brussels Belgium was led by Sunny Chai, chairman of the Hong Kong Green Manufacturing Alliance (HKGMA), from 13 to 17 April 2008.  The main objective was to gain the latest information on REACH during a workshop co-organised by the European Commission and European Chemicals Agency (ECHA).  The delegation successfully held meetings with officials from various organisations including the ECHA as well as with the deputy representative of the HKSAR Economic and Trade Office, Wong Yuet-wah.  The delegates also visited several companies and factories in Belgium to exchange views on green manufacturing and actions needed for REACH compliance. 

Workshop: The Compliance Requirements of Textile & Clothing Industry for REACH  (17 January 2008)
To provide textile and clothing industry with updated information regarding the REACH regulation, the Hong Kong Manufacturers Alliance and the Federation of Hong Kong Industries co-organised a workshop with Hong Kong Productivity Council, Hong Kong Polytechnic University and Hong Kong Trade and Development Council, which was held on 17 Jan 2008 at Hong Kong Convention and Exhibition Centre.

Overseas speakers were invited to deliver speeches including Dr Heribert Buergy, Head of Market Control & Advice Section, Division of Chemical Products, Federal Office of Public Health FOPH, Switzerland and Dr Norbert Hiller, Managing Director of INTECHICA. Both of them elaborated the latest developments and effect of REACH regulation on textile and clothing industry. Also, Mr Wong Poon Lap, Eco-Design Team, Department of Industrial and Systems Engineering of Hong Kong Polytechnic University introduced the registration method, IUCLID 5 software. More than 50 participants attended the event.
