The 2nd Study Tour for "A Support Programme for SMEs to Comply with the U.S. Consumer Product Safety Improvement Act (CPSIA)"

The 2nd Study Tour for "A Support Programme for SMEs to Comply with the U.S. Consumer Product Safety Improvement Act (CPSIA)" was successfully held on 17 May 2010. This event was organized by the Federation of Hong Kong Industry (FHKI) and implemented by the Hong Kong Productivity Council (HKPC), with the funding support under the SME Development Fund of the Trade and Industry Department, HKSAR. In this study tour, there were more than 30 participants from various industry sectors including toy, electrical, electronics, jewellery, printing and retail to join this meaning event.
Participants were arranged to visit Wynnewood Toys Industrial (Shenzhen) Co., Ltd. (Wynnewood), located in Kwun Lan, Shenzhen. The company was established in 1972 and their products include electronic products, electronic toys, pre-school and educational toys and small household electronic equipment etc.
Participants were first received with a warm welcome from Ms. Daisy Li, Director of Product Integrity of Wynnewood, and Mr. Gary Yuen, Engineer of Wynnewood. They briefly introduced the company background and the requirements of U.S. CPSIA that are relevant to the company operation.
Then Mr. Mark Tong, General Manager, guided the participants and showed them various operating processes within the factory. Participants had a better understanding on how Wynnewood implements various hazardous substances management measures for toy and other products. For example, the laboratory testing facilities and hazardous substances product testing procedures were demonstrated to the participants so that they had a clear understanding on product testing as an important element for product compliance.
The study tour concluded with highlights and discussion on Wynnewood's current measures to address the requirements of the CPSIA. The discussion included issues on tracking labels, measures taken to prevent cross-contamination within the production processes and the requirements on General Conformity Certification etc.
The study tour was completed with great success. It provided a great opportunity for participants to have some on-site experience in understanding the requirements of the CPSIA. We appreciate the support and assistance from Wynnewood to make this activity success.

FHKI Meeting with Consumer Product Safety Commission, USA (13 January 2010)
FHKI and HKGMA members met Mr Richard W. O'Brien, Director of International Programs and Intergovernmental Affairs, US Consumer Product Safety Commission (CPSC) on 13 January 2010 to have a direct dialogue on the US Consumer Product Safety Improvement Act (CPSIA). FHKI Deputy Chairman Mr Willy Lin expressed his concerns on the industry compliance, and HKGMA Chairman Mr Sunny Chai introduced the Alliance's government funded project, namely 'the US Consumer Product Safety Improvement Act (CPSIA) project'. Members grasped the opportunity to exchange views on the Act. 
Study Mission to the Mainland for "A Support Programme for SMEs to Comply with the U.S. Consumer Product Safety Improvement Act (CPSIA)"

The Study Mission to the Mainland for "A Support Programme for SMEs to Comply with the U.S. Consumer Product Safety Improvement Act (CPSIA)", which was organized by the Federation of Hong Kong Industry (FHKI), implemented by the Hong Kong Productivity Council (HKPC) and funded by the SME Development Fund of the Trade and Industry Department, HKSAR Government was successfully held on 4 December 2009. There were more than 40 representatives from the toy, electrical, electronics, lighting manufacturing, textile trade and retail industries participated in the Study Mission.
In the afternoon, the representatives visited Hi-Tech Electronic Mfg Ltd in Dongguan, a subsidiary owned by Blue Box Group. The company mainly produces various types of toys, including electronic games, baby toys and preschool toys, etc.
The delegation was greeted warmly by Mr. Lawrence Chau, Vice President of TQM Division of Blue Box Group, who introduced a number of management flows of his factory to the participants, including control measures on toxic and hazardous substances, the structure and operation of the Group. Of which, the regulations of U.S. Consumer Product Safety Improvement Act (CPSIA) and their approaches, such as a hazardous substances management programme and the provision of Material Safety Data Sheet (MSDS), in compliance with the regulation were particularly highlighted. Moreover, the tour visited the plant to have a closer look at its control system for hazardous substances and its relevant systems.
The Study Mission completed with a great success and provided a chance for the participants to have a better understanding on the overall requirements of CPSIA. We appreciate the unfailing support and assistance offered by Blue Box Group, and Hi-Tech Electronic Mfg Ltd. for this activity!

A Support Programme for SMEs to Comply with the U.S. Consumer Product Safety Improvement Act (CPSIA)
Seminar on News Updates and Industry Practices for CPSIA Compliance
The Hong Kong Green Manufacturing Alliance (HKGMA), Federation of Hong Kong Industries (FHKI) and Hong Kong Productivity Council (HKPC) jointly unveiled the 1-year programme to support the industries to achieve compliance with the U.S. Consumer Product Safety Improvement Act (CPSIA) at the first seminar on 28 September 2009. The programme is funded by the SME Development Fund organized by the Trade and Industry Department.
At the 1st seminar of the programme, the Chairman of HKGMA, Mr. Sunny Chai, stated that new developments of CPSIA would be announced by the U.S. Authority and encouraged industries to prepare early for compliance. Distinguished speakers of the seminar included Mr. Pocheer Zheng of the Centre Testing International Corporation (CTI), Ms. Anita Cheung of Lung Cheong Overseas Corporation, Mr. Eric Chen of CREATA and Mr. Steven Tai of Thermo Scientific.

Workable REACH Implementation by Non-EU Companies Workshop
The FHKI and Hong Kong Green Manufacturing Alliance (HKGMA) jointly organised the Workable REACH Implementation by Non-EU Companies Workshop on 22 May.
To kickoff the workshop President of the Hong Kong Electrical Appliances Manufacturers Association K C Leung gave opening remarks, which was followed by REACH presentations from Riku Rinta-Jouppi, REACH Competence Centre’s Head of REACH Law, Helsinki; and Lei Yang, CHINA REACH Solution Center’s Senior Lecturer, Hangzhou. They offered the latest updates on REACH as well as practical tips such as substance information, SVHC compliance and obligations identification for non-EU companies. The event was well-received with over 170 attendees.

REACH Seminar & Workshop: What Next After Pre-registration and A Closer Look at Substance of Very High Concern (SVHC) (19 January 2009)
The Hong Kong Green Manufacturing Alliance (HKGMA) and FHKI jointly organized the REACH Seminar & Workshop: What Next After Pre-registration and A Closer Look at Substance of Very High Concern (SVHC) at Langham Hotel on 19 January 2009.
The seminar cum workshop began with an opening remark addressed by the founding member of HKGMA and Hong Kong Toys Council Chairman, Mr Lawrence Chan, followed by presentations given by Mr Clement Li of Hong Kong Productivity Council, Mr Jason Wong of Philips Electronics Hong Kong Ltd and Dr Fiona Lin of SGS Hong Kong Ltd. They updated participants the latest information on product notification and registration procedures, as well as the management of products content and preparation for SVHC candidate list. The event was well-received with over 250 attendees.
